The solution to this Rental problem is to make it illegal to offer properties for rent that are mortgaged, and only accommodation wholly owned by the landlord can be rented or leased.
This has two effects
1. The landlord is forced to offer reasonable rents because around 90% of the figure will be total profit.
2. Fewer homes will be purchased because tenants will no longer pay the landlord's mortgage, thus increasing the stock of available houses for purchase. In the long term, this will bring house prices down as more choices will be available.
